Created by Congress in 1977, EIA is a statistical agency of the U.S. Department of Energy. New York State Energy Research and Development Authority (NYSERDA)
  A state organization that promotes energy efficiency, encourages economic development, expands use of renewable energy sources, and reduces the environmental effects of energy production through R&D, demonstration, financial and technical assistance projects.
